通知 API
通知 API 用于移动推送或通知相关状态。发送前应验证用户/设备注册信息和服务器推送配置，失败时保留可诊断错误。

设备令牌
FCM/APNs token 会变化，客户端必须支持刷新并上传新 token。
权限
设备系统通知权限被关闭时，服务器发送成功也不会显示。
